A poker player may leave the game anytime after they have completed a hand. It will be unethical to force a player not to leave the game even if they already have completed their hands. Wise players usually leave the game in an effort to take home some winnings which is reasonable enough not to curtail their freedom to leave the game to stop playing further.
A player should not be allowed to touch another player's chips. This is especially significant when the player left the poker table. Unless the player allows another player to post their bet for them strict rule against touching the chips of another player is strictly imposed.
